This means just an inactive or not very active site just hanging out there in cyber-space which is where the term 'space junk' comes from.

Some of the free-content producers only ask for very basic standard. The ones which charge for content at around ten dollars and up for an article will give you a complete list and have tutorials on their sites for their content guidelines.
